Can the board meetings of an Indian company be held outside India under the provisions of the Companies Act?

Yes. Refer Para 3.1-2 of 9th edition of Taxmann's Corporate Laws & Secretarial Practice authored by Sri V S Datey

Board Meeting can be held at any place as per the convenience of the Board of Directors. However, if the articles has prescribed the specified locaiton for the conduct of Board Meeting, the same shall be contucted at that place only and it does not required to be informed to any body.
