applicablity of vat on material transport loading charges

22 April 2009 a dealer has charged VAT on cost of material and on Transportation loading and unloading charges. As per AP VAT Rules is the VAT applicable on Transportaion and Loading & unloading charges. please clarify

27 April 2009 Depending on the Contract, VAT will be charged + Transportation. If the terms of the contract does not provide for FOR basis, then the VAT element can be charged on materail cost only.
