as limit of registration have been inc reased for service tax up to 9 lakhs if any body have registered him self previously at 7 lacs is required to file return and follow all the rules

No only if reaches 9 lakh for the current year he has to register.

You have to file 1/2 yearly returns and should necessarily follow the rules.
