As per MCA if your company is under defunct category, then you first file these annual filing forms with ROC and erase from defunct list. Then file Form-32 and other forms as you required.

However, ministry has allowed intimation of change filing in respect of those defaulting companies.
One thing to be checked the director signing of the form in defaulting company must be defaulting director.
Defaulting director can sing only in the defaulting company's other forms.
In some cases where there is no signatory in the Company or portal such as in the case of liquidation or dormant companies the concerned ROC create a signatory for filing for documents that is called appointment of signatory through Back Office Screen.
