receiving the services 100% as per notificationno15/2012 what about abatement of 75% can he get abatement or not if not can he pay 100%

The service receiver has to pay service tax on 25% of the bill value and therefore please see the notn no.26/2012 for 75% abatement, vide serial number no.7.
