54 ec rec bonds capital gain exemption

Recently I sold one agricultural land at my home town. I want to invest that money in 54EC REC Bonds. I came to know that the locking period is 5 years and rate of interest is 5.75%. Can I take out the interest every year is possible OR Not.
Is there any locking period for interest?
I want to take interest every year. Please answer my question.
