My problem is that I am logged in 26AS tax view credit but my account are not open .What is procidure to open my account .

Simply Register your PAN at https://incometaxindiaefiling.gov.in/portal/index.do
after that login and you can view tax credit in your 26AS.

THERE IS TWO WAY TO REVIEW 26 AS
FIRST ONE : MENTIONED BY SANJAY JI THROUGH REGISTRATION ON E-FILING SITE OF INCOME TAX.
SECOND IS REGISTRATION OF PAN WITH NSDL AS BELOW :
TIN facilitates a PAN holder to view its Annual Tax Statement (Form 26AS) online. Form 26AS contains
Details of tax deducted on behalf of the taxpayer by deductors
Details of tax collected on behalf of the taxpayer by collectors
Advance tax/self assessment tax/regular assessment tax, etc. deposited by the taxpayers (PAN holders)
Details of paid refund received during the financial year
Steps for viewing Tax Credit
