What is the Last date of filing form 23B i.e Information by Auditor to ROC without late fees for the F.Y 2012-13 i.e A.Y 2013-14 ?

Yes, You can file Form-23B without any additional fee. For the FY 2013-14 today you can not appoint for that year. No need to file Form-23B for FY 2013-14.
