Dear All,
Greetings.. Kindly clarify my doubt about 194C on Transport. XYZ ltd acting as a transporter and they don't have vehicles. They doing commission business on transport . My doubt is if they submit declaration at the time of submission of invoice TDS is applicable or not? any exemptions is there?
Kindly advise me.

Only vehicle owners can submit declaration, you can't submit any declaration for not deducting TDS.

Thank you for reply sir. But my doubt is can tds applicable for XYZ ltd as per normal 194C rules even they don't have vehicles but turnover limit crossed.
