1. Can unregistered dealer in HP VAT Act execute work contract in himachal pradesh
2. Can we deduct WCT on payment made to unregistered contractor

YES IF DEALER TURNOVER IS LESS THAN REGISTRATION. WE SHOULD TAKE INDEMNITY REGARDING THIS.
WE SHOULD HAVE TO DEDUCT WCT AND DEPOSIT THE SAME WITH DEPARTMENT BECAUSE THIS IS MANDATORY ACCORDING TO LAW UPON US.
IF WE ARE BEING INSTRUCTED BY DEPARTMENT TO DEDUCT WCT TAX ON PAYMENT.
DEALER CAN PROVIDE THE REFERENCE OF THIS DEDUCTION AND TAKE REFUND FROM THE DEPARTMENT.
PRIOR TO THIS CONTACTOR SHOULD HAVE TO INFORMED THE DEPARTMENT REGARDING START UP THE WORK .
