WCT refers to Works Contract Tax levied under the relevant State Sales Tax Act or VAT Act as may the current case This is being levied since 1990 by all states and union territories for works contract which are treated similarly to a sale of goods for details you should get hold of the act and rules applicable in the state you are interested in. This is a very exhaustive subject and cannot be covered here.
