If Our Company MPPGCL has engaged labour for Water Supply to Residents of Colony is it GST implement or not. If implemented so What rate be effected

18% GST applicable on manpower supply by contractor if contractor is GST registered.
GST not applicable if manpower is directly engaged.
GST not applicable if manpower is directly engaged.
