Vat compunding rate

Please confirm the change of rate in compunding VAT rate of works contractors in Kerala after the budget (we have been following 3.03% earlier).

The rate stands at 3% since cess is omitted and there is no amendment made in section 8(a)(i) of the KVAT,2003 by the Finance Bill,2012.
