We have purchase fire safty items with instalation chg. vat has charged by them on 100% value and service tax chg. by them on 40% on inv. value . can any body confirm that tds dedcution is applicable or not

From the facts reproduced by you it seems as an asset is purchased.
Hence no TDS to be deducted the installation charges will be capitalised.
