Should we deduct tds on service tax portion. Kindly give circular reference if any

As per CBDT Cicular No. 4 dated 28-04-2008 income tax should be deducted u/s 194I on the amount exclusive of service tax. But in case of other sections income tax is to be deducted on amount inclusive of service tax.
