Tds on sea freight

We are a Freight forwarding company and act as an agent for Chinese company and collect sea freight / Ocean Freight on their Behalf and remit back to them as per our agency agreement
Please confirm
Do we need to deduct TDS, or If not under which clause of DTAA shall we allowed not to deduct TDS
whenever we submit 15 CA it asks us for Clause of DTAA under which it is covered and reason

if under DTAA no tds then no required to deduct the TDS.

India does have dtaa with china but why while submitting 15 ca its asking for exemption notification
