Tds on sales bill

One of the client is supplier of items to the Govt enterprises, and raises the sales invoice, but the buyer says it will deduct the TDS. Is it correct, so pl clarify

normally sale of material doesn't attract TDS. however, check if whether works contract applies to it or not (section 194C)
