What will be the consequences if the buyer does not cut TDS and without cutting TDS pays gross amount to the seller? Can the seller claim the said TDS in his IT Return?

apply your mind on this if possible. The question is: You wish to claim credit for tax that has not been deducted!!

Thanks for yr guidelines. If the buyer makes payment to the seller after cutting 1% TDS, can the seller claim this 1% tds in income tax return?
