Tds on rent

Tenant (who is subj. to Tax Audit in preceding FY) pays monthly rent Rs. 30,000/- to Landlord. Whether he is req. to deduct TDS from first payment or after exceeding Rs. 1,80,000 ???

If he knows that for the year payment will exceed 1,80,000, TDS applicable from first payment.
