TDS on reimbursement

hi this is Rajneesh Jaiswal, i just wanted to know if TDS is applicable on telephone bill reimbursed by a company to its consultant on actual basis. The reimbursement is made on submission of copy of bill by the consultant

The re imbursement of expene to the consutltant will par take the character of income and TDS will be applicable at applicable rate...
