Tds on payment to foreign company

hii , i would like to know if tds has to be deducted in the following case :
the assessee is a pvt ltd. domestic company . it has to pay travelling expenses to a foreign company which is based in Netherland. the foreign company has to undertake inspection of a shipping vessel which has sunk in the waters of Doha . the payment of travelling expenses has to be made in foreign currency .is TDS attracted on this payment ?

the resident company had a shipping vessel which used to operate in gulf waters .

If the following conditions are met then there should be no TDS:-
1. The bill for travelling expenses should be seprate.
2. The supporting bills/vouchers for travelling expenses so claimed should be attached to the bill.
