Tds on import remittance

I am importers and send Remittance out of India for Purchases. Now, my Bank asked me that I have to submit either Letter from CA for the NIL TDS or else I have to give declaration on NIL TDS on my company letterhead..!
Please clarify in this matter. Whether this notification true which they says received from RBI.
