heloo,
I am a buyer and i have purchased a thing on 1st jan'13. i want to issue the debit note to the seller now. whether any of the party is liable to deduct tds on that debit note? if yes than at which rate?

First please mention for which purpose you are issuing the Debit note. i.e reason to issue debit note and amount of debit note and name of the thing purchased and amount.
Without knowing the facts of the transactions we can't say is it liable for TDS or not.
