please clarify the section under which TDS liablity arises for the transaction charges paid to GEM (GOVERNMENT EMARKETPLACE) and reson therof.
In the invoice they have clearly mentioned as "Transaction charges for Order No" and SAC for the same is 998599

TDS not applicable being government site.

GEM clearly metioned in invoice it self the TDS amount , and there is option available on GEM portal to upload TDS certificate.

Deduct TDS under section 194JA 2%.

It is a government company and not a Government entity, therefore no exemption from TDS.
