Rs 20,000 for Rent is paid for July to Mar-2012 and 194I limit is Rs 180000/- p.a
is this Limit on annual basis ?

if rent of Rs. 20000 is paid monthly basis then in your case rent amount is rs. 180000 for 9 month, hence tds is not applicable.
Tds is applicable when rent amount is over to adhoc limit ant time during the year
