Tds claim

If due to wrong pan no.mention in TDS cert. which issued by noida authority, our TDs for that cert. was hold at the time of Refund. This is related to A
Y.2012-2013. So how to rectify/claim for that tds. however this is a govt. deprt and very difficult in correction from them. Pls let me know the solutions.
