TDS Certificates Form 16A in Case of Transporters

I Want to ask that in case of Transpot Contractors Qouted PAN is No Need to Deduct TDS from Freight but the problem is that are We have to Issue them Form 16A Showning Nil TDS Amount. Please Anyone Knowing this provide me the solution and if Knows the any clarification logical data of the Income Tax also provide that

No TDS certificate is required to be issued as no TDS has been deducted. Mentioning of PAN etc is just for compliance part. TDS certificate need not be issued.
