Who can deduct tax? Whether any one can deduct tax and paid to Govt. through Form 8G? If no,then Form 8G is for whom?

01 December 2009 TDS is applicable, where any work contrcat is given to any contractor, and amount is more than 1 crore.
The buyer is liable to deduct it and for diposit in Govt treasury as well.
