As per new Ammendement in IT Finance Bill 2009, Sucrcharges ands Education and Helath Cess will not be deduted from 1st April 2009?

From 1.10.2009 there will be no surcharge, cess on TDS.

Surcharge And Edu Cess are applicable only on Foreign payments in case payment exceeds 1 crore during the year.
Education Cess is applicable on Foreign Payments and salary TDS both resident and non resident.
The above provisions are applicable from 01-04-09 but new TDS rates (Basic) are applicable from 01-10-09.
