Say a contractor has submitted a bill for Rs104 including vat @4%.
Now when deducting TDS Which amount I should take into consideration I mean Rs.104 or Rs.100 (i.e.excluding vat amount Rs.4)

it will be inclusive of vat & also service tax (if applicable).
