Can we take TDS credit if deductor has deducted and deposited the tax, however he has not filed the return. My 26 AS is not showing such tax deducted.

Even if 26AS does not show the TDS amount due to non filing of TDS Return you should claim the actual amount of TDS deducted from you in the Income Tax Return.
