Tcs on scrap or waste sale

We are manufacturer of Lead Alloys. We purchase battery scrap & remelt the same & get Raw Lead. Also we get Battery Plastic Scrap which we want to sale as the same is useless to us. My question is that can we collect TCS on this sale (if we sold to Trader).
