Can complaint for delay in getting refund of excess TDS deposited by my previous employer for the Assesment Year 2011-12,be made online? Kindly advice.

instead saying as COMPLAINT
you can write a letter with your ITR-V copy
and with your bankaccount details.to the CPC bangalore or in your ward.
you will get the refund money with interest.but it may take some more time.
hence you can approach to your ITO ward circle directly your issue will be solved .
