Tax rate of service tax & applicable of ed & shec on st

My firm is registered under service tax. our firm cleaning service provided. & registered under category of cleaning service of service tax Act. I raise bill with service tax on amount of services & charges Ed. cess & SHEC on Service Tax but one party not pay to me Ed. cess & SHEC. His taxation consultant said your service is not technicaly & Ed. Cess & SHEC payable only technicaly services but i have not found any circular for this regarding, so please help me.
