on 15/11/2017 gst rates changed, so which rate I have to charge in invoice

09 December 2017 In your case time of supply will be date of payment or date of issue of invoice whichever is earlier i.e 20-11-2017

09 December 2017 As per Sec 28 of cgst/sgst act, issue of tax invoice should be before or at the time of
1.) removal of goods for supply to the recipient,
2.) delivery of goods or making available thereof to the recipient in other cases.
as per this section, did the invoice raised on 20/11/2017 is valid/not

09 December 2017 The word "Supply" has been mentioned .For supply of service is valid and for supply of goods it is not.So accordingly penal provisions may come into picture in such case.
