We are a export unit situated in Punjab. My query is can we apply exemption/refund of service tax and T.D.S. paid by us.

yes. you can apply for TDS exemption certificate with all detail through form 13
Service tax refund?. incase you paid for service tax on service received by you then refund not possible except fulfill some condition that also you need to have service tax registration
