sec 194 c says that if a transporter gives his PAN to the deductor than no tax will be deducted but there is a provision that a CONTRACTOR has to get a certificate from the assessing officer for lower or no deduction........... my question is whether a transporter furnishing his PAN also has to obtain that certificate because for claiming nil or lower deduction the contractor also has to submit his PAN to the AO. please reply soon .its urgent

No need to obtain any certificate , just furnishing PAN would be enough.
