WHY SURCHARGE IS NOT LEVIED ON INDIVIDUAL HAVING INCOME MORE THAN ONE CRORE?

It will be levied from FY 2013-14 (AY 2014-15)
Surcharge: 10% of the Income Tax, where total taxable income is more than Rs. 1 crore.
For AY 2013-14 its NIL.
