Dear Experts,
Let me know, is it necessary to get Signature & Seal of Issuing Authority on ST-2 sent by email.

No dear, there is no need to collect sign and seal ST-2. Department has started online services to avoid additional paper works. but in case your registration is centralised then i would suggest you to collect sign and Seal Certificate.
