can you please clear it whether service tax is levied on commercial property ad if yes under which notification and the effective date?

Do you mean rental income from commercial immovable property? If your answer is yes, it has come in to effect from 1st June, 2007 and levied under section 65(105) (zzzz) of chapter V of Finance Act, 1994.
