whether labour charges attracts the service tax 12.36%

A pure labour contract is a service and is liable to service tax.
However, service tax will be applicable only if the following conditions are satisfied:
1. The service are NOT provided under employment.
2. The amount exceeds Rs. 10 lakhs during the financial year.
