One of my friend doing gardinning(maintain and new development) work at individual houses, appartments & corporates, it is under service tax, if it is under service tax pls tell the tariff.

Yes this will fall under Manpower Recruitment agency services, as he is providing manpower for gardening purpose.
However he can take shelter of Threshold limit of 10 lacs, as service tax is not payable if the annual income from services rendered is below 10 lacs

Is service tax applicable ? Million doller question. With due respect to Mr. Dayals answer, I feel it might fall under repaire & Maintenence service.
