Service Tax input credit ????

The Service Provider has not remitted the Service Tax collected money to the Govt. Can the Service Receiver avail the Service Tax input credit????

Service Receiver (SR) is very much eligible to avail the input credit immeidately on payment to Service Provider (SP), provided SR have proper invoice with all the necessary details on it.
