There is an assessee having proprietary of manpower and recruitment agencies and providing services to Ltd company, is he applicable to reverse charge under reverse charge mechanism at the rate applicable or not?

Yes, Service tax will be payable by both. service provider liability is 25% and recipient liability is 75% vide notification no. 30/2012-ST.
