If proprioter provide consultancy in chaina, is applicable service tax or not?

It is export of services and accordingly service tax is not applicable.

a) such service is provided from India and used outside India; and
b)payment for such service is received by the service provider in convertible foreign exchange,
then the service referred is exempted from ST.
