Is service tax applicable on billings by a CA on his client in respect of reimbursement of conveyance and travelling invoices

Yes, since it is in relation to rendering of services. Ideal situation would be that the client arranges the travelling arrangements to avoid double taxation.
Under reimibursement such expenses are not ruled out and will be liable for service tax
