I filed my return u/s 148 for A.Y. 2011-12 for G.T.I of Rs. 67400 & in the scrutiny u/s 143(3) were made & A.O assessed at Rs. 222000 is penalty u/s 271-F is levy-able or not.

No, because you were not supposed to voluntarily file a return u/s 139(1).
