my client had recd over salary for last 2 yrs . he paid tax on this amount.. but now govt wants to recover excess salary that is rs 68000 approx. so can he claim any deduction or any rebate???

Yes, he can claim rebate on the recovery made, he has to recover relief u/s 89(1).
