Whether a return can be revised for 2010-2011 now in 2013-14

No it can not be revised. Time limit for revision is 90 days which is well over.

Actually Service Tax for 2010-11 is paid in 11-12 with interest but it was not revised then so can we revise our current return and mention these amounts as 'Amounts paid in arrears' on Pg.6 of ST-3 return.

I dont think you can show the payment made in 2011-12 in current return.
You can write a letter stating the facts and intimating the same to the department.
