where material and its installation includes then service tax reverse charge applicable

Yes, where material and labour applies, it will be treated as works contract and tax will have to be calculated as per valuation Rule 2A and to be paid both by SP & SR.

if any material imported from out side India with following conditions will come under reverse charge mechanism
i) Freight forwarding of imported consignment from china to himachal pradesh in India including
transportation from overseas site to POL
customs clearance at POL and POD
Transportation from Ap to Himachal
Pls let me know the liability of Service receiver shall be NIL
